I continue to be amazed when never-before-seen TWW promo photos turn up. Although the absence of Richard Schiff and Dule Hill suggests that this is an impromptu photo rather than something shot for NBC.

They’re all in the Oval Office without the president, and Moira Kelly is present. Which tells me this promo photo reflects the original plan for the show, which was that President Bartlet would be seen very little, and only in a handful of episodes.
Seriously. That was the original plan. Imagine how different the show would have been.
